Researchers James Tooley and Pauline Dixon have observed first hand the phenomena of private education in the developing world. Tooley’s multi-cultural approach to the subject of private schools for the poor has brought him through the troubled streets of Nigeria, Ghana, Kenya, China and India. He and his team compared the number of public schools to the number of private schools they were able to find. His studies show that despite the relative poverty of the communities surveyed, an overwhelming majority of children attend private, fee paying schools. Of course such findings raise an interesting question: If government-sponsored public education is available free of charge, why do parents and children prefer the private option?
